Microtransit: A Community Focused Future for Transportation in the Hudson Valley

In the Hudson Valley, the lack of reliable public transportation is a challenge for communities in rural and suburban areas. Limited access to buses has made it difficult for people without their own vehicle to reach jobs, hospitals, grocery stores, or train stations. A new transportation model known as Microtransit offers an innovative solution to improve mobility and accessibility in the region. The pilot program has just launched in Putnam County.

What is Microtransit?


Microtransit is an on-demand public transportation system that operates with flexible routes instead of traditional fixed-route buses. Rather than predetermined stops, the service allows passengers to book rides through a mobile app or phone line. According to Adam Bosch, executive director of Hudson Valley Pattern for Progress, "Public transportation in our region is important. This isn’t just something that feels good, it’s essential."

Microtransit in Putnam County

The service will cover the entire town of Patterson and extend to key destinations, including:
  • Putnam Hospital and nearby medical offices
  • The Patterson and Southeast train stations, improving connections to Metro-North and New York City
  • Commercial areas and workplaces, making job access easier
Service hours are Monday through Friday from 8 a.m. to 6 p.m., and Saturdays from 9 a.m. to 3 p.m.

Fare information:
  • 2.50 dollars per ride for general passengers
  • 1.25 dollars for seniors, students, and people with disabilities
  • VIA Pass: a monthly pass option with unlimited rides
Both the app and phone line offer Spanish-language support.

A positive impact on the community

Microtransit is expected to transform mobility in the region in several ways.

More job opportunities
The New York State Department of Labor has identified lack of transportation as a key barrier to employment. Many businesses report that workers’ difficulties commuting to jobs have affected their ability to hire. This new service will help workers travel faster and more affordably, connecting residential areas with job centers that were previously hard to access. Putnam County is also seeking more qualified drivers for the Microtransit program.

Better accessibility for seniors and vulnerable communities
Many older adults who can no longer drive depend on public transportation to reach medical appointments, pharmacies, and grocery stores. Microtransit offers a more accessible option, helping these populations maintain their independence.

Lower environmental impact
Using smaller vehicles and optimized routes will reduce fuel consumption and carbon emissions. According to a study in Kansas City, switching from a personal car to a shared vehicle can reduce carbon emissions by nearly 20 pounds per day, leading to up to a 10 percent annual emissions reduction for a two-person household.
Challenges and expansion

While the pilot program is promising, it faces several challenges. Some residents may not be familiar with using mobile apps. To address this, the county has held informational sessions and distributed bilingual materials. Currently, Microtransit programs are not eligible for certain state funds, which could affect long-term sustainability. Some passengers may also be hesitant to switch from traditional bus systems.

If the Putnam program is successful, other counties like Dutchess may consider implementing similar services. Ulster County Executive, for example, has proposed an on-demand bus program in Kingston, New Paltz, and Ellenville through the Ulster County Area Transit system. Barbara Barosa, Putnam County planning commissioner, explained that there are people just outside the service area who are not very happy about being left out. So there’s a lot of interest in this.
